Kalas Falls

Site construction for Phase 1 is scheduled to begin following the pre-construction meeting held on Monday, March 24, 2025.

A 16-04 (Approved 10/03/2016) - Voluntary Annexation for Wake County PINs 1767063228, 1767178299, and 1767185055 [which existed at the time of this application], totaling 144.2 acres.  On 9/6/2016, the Town Board held a public hearing. On 10/3/2016, the Town Board voted unanimously to Approve the Annexation effective immediately, as conditioned.  Ordinance A 16-04 was Recorded 05/10/2017 as Bk016777/pg00566-00569.

MA 16-03 (Approved 10/03/2016) - A Map Amendment (Rezoning) application for Wake County PINs 1767063228, 1767178299, and 1767185055 [which existed at the time of this application], totaling 144.2 acres, from R1/R-30 to R2-SUD (R2–special use).  On 9/6/2016, the Town Board held a public hearing.  On 10/3/2016, the Town Board voted unanimously to Approve the Map Amendment, along with a consistency statement (see minutes). 

SUP 16-02 (Approved 10/03/2016) - A Special Use Permit for a Master Plan and preliminary subdivision for a 199-single family detached lot development on 144.2 acres (see A-16-04 & MA 16-03).  On 9/6/2016, the Town Board held an Evidentiary Quasi-judicial hearing; the hearing was continued to the Board's 10/3/2016 meeting, at which the Board unanimously Approved SUP 16-02 as conditioned, with the revision of requiring the materials and equipment be stored inside containers and trailers, without requiring a perimeter fence. 

   The Evidentiary Hearing Findings of Fact and Conclusions of Law document was Recorded on 12/06/2016 as Bk016627/pg01544-01553.

ANX-20-04 (Approved 10/06/2020) - Voluntary Annexation into the incorporated Town limits via Ordinance 2020-O-08, Recorded as BK018148/PG00545-00547.

MA 19-02 (Approved 11/19/2019) -- Map Amendment to rezone four parcels between Manly Farm Rd. and Rolesville Rd. from Residential 1 (R-1) and Residential 2 Special Use District (R2-SUD) to Residential and Planned Unit Development Conditional Zoning (R&PUD-CZ) under the UDO.  The Town Board reviewed this at their 11-4-2019 meeting, and deferred action.  The Town Board then unanimously Approved it at their 11-19-2019 meeting. 

SUP 19-01 (Approved 11/19/2019) - A PUD master plan and Special Use Permit Conditions, to permit up to 550 single-family dwelling units, of which a maximum of 95 may be Townhomes.  The Town Board reviewed this at their 11-4-2019 meeting, and deferred action.  The Town Board then unanimously Approved it at their 11-19-2019 meeting.

PR 20-05 (Approved 10/06/2020) - Preliminary Subdivision Plat of 284.44 acres to create 454 single-family detached lots only (Townhouses phase not included) with-in four (4) phases .  The Town Board of Commissioners Administratively APPROVED this as Agenda Item C.2 on 10-06-2020. 

   *There was no Evidentiary Quasi-Judicial public hearing and no Evidentiary Hearing Findings of Fact and Conclusions of Law document produced.

Roadway Reimbursement Agreement - EFFECTIVE DATE 2021-03-02 -  A development agreement between Mitchell Mill Road Investors, LLC and the Town of Rolesville for reimbursement of Transportation Impact Fees on a per lot Building Permit basis for a not-to-exceed amount of $697,039.00.  This agreement relates to a portion of Rolesville Road referred to as "the gap", being approximately 1,550 linear feet, that lies in between where the Kalas Falls subdivision is responsible for road widening and construction along the subdivisions' frontage with Rolesville Road, thus creating a longer seamless length of road improvements (approximately 3,700 linear feet) along the west/south side of Rolesville Road.  

CD 20-04 (Approved 07/15/2021)  - Kalas Falls Phase 1 Construction Drawings - 129 single-family detached dwelling unit lots.  Approval signature by the (Town Manager) on 07/15/2021. Seven (7) Files uploaded comprise the official/signed/approved set of Plans.  City of Raleigh Permits S-4824 and W-3784.  Wake County Watershed Management Permits SEC-047126-2020 and SWF-047129-2020. 

CD 21-03 (Approved 03/25/2022) - Kalas Falls Phase 2 Construction Drawings - 110 single-family detached dwelling unit lots.  .   Approved / signed by Planning Director 03/25/2022.   ***Wake County Permits SEC-121222-2024 and SWF-121223-2024 Approved & Issued 2024-04-25.

April 2002 through January 2023 - 7 FInal Plats for Right-of-way dedication of off-site properties for future Rolesville Road improvements Recorded.

PSP-24-04 - APPROVED on 12/21/2024 - Kalas Falls Phase 5 Townhomes - Preliminary Subdivision Plat to subdivide 23.55 acres for 95 Single-family Attached (SFA, or Townhome) lots,  4 Open Space lots (OS # ___), new public right-of-ways (Graymont Oaks Drive, 50' ROW -  linear feet; Road A, 50' ROW, __ linear feet), etc .   Application processed three (3) review cycled through TRC-STAFF between August and December 2024.

FSP-24-07 -  RECORDED 02/24/2025 as BM2025/Pg288-293 - Kalas Falls Phase 1 SFD - Final Subdivision Plat to subdivide 85.162 acres for 129 Single-family Detached (SFD) lots, parts or all of Five (5) Open Spaces Lots (OS #1, 2, 4, 5, and 7), and parts or all of public right-of-ways for Falls Bluff Drive (60' ROW), Dartford Green Place, Stoneridge Barn Way, Friendly Will Avenue, Tansly Crest Loop, and Hilltop Crest Court (all 50' ROW).  Prior entitlement approvals to this Final Subdivision Plat are PR 20-05 and CD 20-04.  Three (3) submittals were reviewed by the TRC Staff between March 2024 and January 2025.  On July 22, 2024 - Street Light Pole fee for Phase 1 paid.  Covenants, Conditions, and Restrictions (CCR's) recored 08-15-2023 as Bk19408_Pg1974-2027. Two (2) Bonds were received for this project, one for subdivision infrastructure and one exclusing for future conversion of the SCM.


CD 21-07 - Kalas Falls Phase 3 Construction Drawings - UNDER REVIEW.  Proposing 145 single-family detached (SFD) dwelling unit lots. 

 - 1st Submittal circa February 2021. Plan set is 72 sheets.

 - 2nd Submittal circa September 2021. Plan set is 77 sheets.

 - 3rd Submittal received 2024-09-04; on review by TRC STAFF During SEPTEMBER 2024; comment published on 2024-10-04. Plan set is 74 sheets.

 - 4th Submittal received 2024-12-02 on review by TRC STAFF During DECEMBER 2024; comment published on 2025-01-06. Plan set is 78 sheets.

- 5th Submittal received 2025-02-04 on review by TRC STAFF During FEBRUARY 2025; comment published on 2025-02-24. Plan set is 78 sheets.

- 6th Submittal received 2025-03-18 on review by TRC STAFF During MARCH 2025; comment to be published by/on ___tbd____, 2025. Plan set is 83 sheets, broken into 2 parts for File size - Part 1 is 42 Sheets, Cover - 6.2 / Part 2 is 41 Sheets, 6.3 - L.2.

 

CD 20-04 REVISION - Kalas Falls Ph 1 - UNDER REVIEW - REvisions regarding: Lots 10, 11, and 252 lot line adjustments; no changes to utilities, grading of roads or drainage. Sheet 3.1 reflects new lot sizes; Sheet 5.1 reflects new lot and open space areas.; New last sheet proposing gather shelter + landscaping in Open Space lot 01.

CID-25-01 - Phase 5 Construction Infrastructure Drawings - UNDER REVIEW - Infrastructure for Phase 5, Townhome, consisting of 23.55 acres for 95 Single-family Attached (SFA, or Townhome) lots,  4 Open Space lots (OS # ___), new public right-of-ways (Graymont Oaks Drive, 50' ROW -  linear feet; Road A, 50' ROW, __ linear feet), etc . 

  •  1st Submittal received 2024-12-23, on TRC-STAFF review during JANUARY; comments issued on 2025-02-12. Plan set is 55 sheets, broken into 2 parts - Part 1 is 28 sheets, Cover to CE402 / Part 2 is 27 sheets, CE110 to LP500.
