1216 Rolesville Road [PIN 1768337689] is an approximately 12 acre tract on the west/south side of Rolesville Road immediately south of the development known as 'The Point'.

ANX-23-02 - Voluntary Annexation Petition - APPROVED 11-16-2023 - Petition to voluntarily annex PIN 1768337689 in conjunction with the associated Rezoning Map Amendment request.  Initial submittal received April 3, 2023.  On April 24, 2023, the Planning Board recommended Approval to the Town Board of Commissioners.  On May 2, 2023, the Town Board of Commissioners approved Consent Agenda Item B.3. and directed the Town Clerk to "investigate sufficiency' of the petition per G.S. 160-A-31(c).  On June 6, 2023, the Town Board of Commissioners approved Consent Agenda item B.3. to 'call for a public hearing" of ANX-23-02 to be held July 6, 2023.  On July 6, 2023, the Town Board of Commissioners voted to move ANX-23-02 to the August 1, 2023 agenda to conduct a Public Hearing and review the application.  On August 1, 2023, the Town Board of Commissioners voted unanimously (5-0) to move ANX-23-02 to the November 8, 2023 to conduct a Public Hearing and consider the Voluntary Annexation petition.  On November 8, 2023, the Town Board voted 5-0 to continue the Legislative Hearing and consideration to the November 16, 2023 Work Session.  On November 16, 2023, the Town Board of Commissioners voted 4-0 with 1 absent on a motion to Approved ANX-23-02.

MA 22-05 - Map Amendment (Rezoning) - APPROVED 11-16-2023 -- Rezoned from the RL (Residential Low Density) District to the Land Development Ordinance (LDO) Neighborhood Center mixed use District, as a Conditional Zoning District - NC-CZ; the Conditions of Approval dated 11-14-2023 commit the development of the property to the specifics contained therein, primarily being, a maximum of 68 Townhome dwelling units and a minimum of 20,000 SF of unspecified non-residential space in a two-story building.

- March 2022 to April 2023 - The application was reviewed by the Technical Review Committee (TRC) four (4) times. 

- June 6, 2022 - Applicant held a Neighborhood Meeting (In Wake Forest, not in the Rolesville Planning Jurisdiction); 

- January 2023 - Traffic Impact Analysis (TIA) begun; Draft Report prepared Dated February 2023; NC DOT Congestion Management review completed March 21, 2023.

- On April 24, 2023, the Planning Board recommended Approval to the Town Board of Commissioners, with the 2 additional Conditions of Approval read into the record by the Applicant (see Minutes).

- May 16, 2023 - Applicant held another Neighborhood Meeting (again in Wake Forest, not in Rolesville Planning Jurisdiction).

- July 6, 2023 - The Town Board of Commissioners voted to move MA 22-05 to the August 1, 2023 agenda to conduct a Public Hearing and review the application.  

- August 1, 2023 - The Town Board of Commissioners voted unanimously (5-0) to move MA 22-05 to the November 8, 2023 to conduct a Public Hearing and consider the Rezoning request.  

- October 25, 2023 -  Applicant held another Neighborhood Meeting at the subject property, 1216 Rolesville Road, which is within the Planning Jurisdiction as required.   

- November 8, 2023 - The Town Board of Commissioners opened a Legislative Hearing and heard presentation and public comment; the Board voted unanimously (5-0) to continue the Hearing and discussion to the November 16, 2023 Work Session to allow for revisions to the COnditions of Approval to be drafted and presented then. 

- November 16, 2023 - The Town Board of Commissioners continued and concluded the Legislative Hearing and on a motion to Approve voted 4-0, 1 absent.  The Revised Conditions of Approval dated November 14, 2023 commit to the project as generally shown in the Sketch Plan, comprising a maximum of 68 Single-family Attached (townhome) dwelling units and development of a minimum of 20,000 square feet of non-residential/commercial space.
