Fees

General Statute 160D-402 enables municipalities to create, adopt, and require fees to administer land development regulations.

 NEW DEVELOPMENT APPLICATION FEES - With the adoption of the FY 2025/2026 Annual Budget by the Town Board of Commissioners on June 17, 2025, the Schedule of Fees (pages 82-86) was approved, which included several changes to Fees and the addition of a Technology Fee under Development Services.  *GovWell collects a 3.5% credit/debit card transaction fee or a $1 ACH/Bank Transfer/eCheck transaction fee that is not included in our fee schedule. Effective September 15, 2025, the town began using review software GovWell. 

  • Invoices received before September 15, 2025- Payment is via cash or checks at Town Hall during open hours (generally 8 AM-Noon, 2 PM - 5 PM), or via check mailed to Town Hall in care of the Planning Department.  Please include a copy of the Invoice when making a payment. 

    There are no means of electronic, credit card payments for prior invoices at this time, and there is no option to establish an ‘escrow’ or debit account. 

  • Applications received after September 15, 2025, will receive an automated message notifying the financially responsible party when invoices are due. Please visit   https://app.govwell.com/rolesville for payment information.
  • Base Fee - Every application type has a base fee; Preliminary and Final Subdivision Plats include a $/lot add-on in addition to the base fee. 
  • The Technical Review Committee (TRC) includes contracted services for Town Engineering Services (Bolton & Menk) reviews. If their Staff perform work on an application* - be it time spent reviewing plans, phone calls, emails, or meetings -  Applicants will be presented with monthly itemized bills related to that time spent. * - can include Rezoning (Zoning Map Amendment), Preliminary Subdivision Plats, Construction Infrastructure Drawings, Minor or Major Final Subdivision Plats, and Site Development Plan applications.
  • Resubmittal Fee - A Resubmittal fee (1/2 the original base Submittal fee) will be assessed/invoiced on subsequent submittals of every application.
  • Traffic Impact Analysis (TIA) - the Applicant pays for these studies 100% via contracting with the chosen on-call traffic consultant.
  • Technology Fee - Every application Submittal generates a technology fee - $20 per the FY25-26 Budget/Fee Schedule - that is incorporated into the invoice.
